Changes to farmer property rights, hukou, pensions in China

One of the biggest changes was expanded property rights for farmers. With China aiming to preserve 120 million hectares of arable land, it has pledged to grant farmers the right to possess, use and transfer their contracted land.

 

To better protect the rights of migrant workers, China's household registration system - known as the Hukou - also got a facelift. The Hukou is tied to what social services one can access, from education to buying a home. The reform will make it easier to transfer one's Hukou from one place to another.

 

China has also brought changes to its One Child Policy. In a bid to balance an increasingly aging population, it has allowed couples to have a second child if either of the parents is an only child. This has made over 11 million couples eligible to have a second baby.

 

Last but not least, on the list of social reforms is ending the separate and unequal pension systems between urban and rural areas. A unified system will be put in place by the end of 2020. To provide old people an extra pension option, a "house-for-pension" or reverse mortgage scheme has been piloted in four mega-cities. It allows elderly home-owners to deed their house to an insurance company or a bank in exchange for a fixed monthly payout.
